Joomla! along with Drupal are two of the leading free, open source content management systems (CMS) built in PHP.  Joomla's main advantage lies in its simplicity.  The vanilla Joomla site packaged with the install can be up and running in less than an hour.  A lot of hosting providers will also provide this standard installation as part of their server package.  Beyond that, the admin and content editing interface is very intuitive, and a host of open-source, community contributed extensions can be found at Joomla! Extensions to help further tailor the web site. 

Compared against Drupal, Joomla! is more suited for small to medium websites where time to market is of the essence and justifications can often be made to install and use open-source extensions as-is.  For larger websites, the functional requirements are often complex enough to warrant the need for more development flexibility and runs contrary to Joomla!'s focus on simplicity.  There will also be SEO and performance requirements that are harder to support through Joomla!  Drupal or a development framework like Symfony is better suited for these types of projects.
